Attention Level 5’s:
The Commander Natl CJCR Sp Gp has approved the establishment of a bi-lateral international cadet exchange with the United States (US) Civil Air Patrol (CAP) Cadet Program (CP). The objective of this exchange program is to promote friendship, mutual understanding and trust between Canada and the US in order to enhance international relations and contribute to broader social development of our youth through enhancement of knowledge and development of skills through exposure to different training methods, history and culture.
CAP Cadet Officer School (COS) is the pinnacle leadership activity of the CAP CP, and bases its curriculum on the fundamental notion that leadership development requires academic study, exciting hands-on projects, adult mentoring, and reflection. The curriculum, delivered through academic instruction, seminars, and experiential learning and leadership opportunities, is divided into six blocks that include leadership, communication, character, airspace and cyberspace, strategic thinking and administration.
As part of the bi-lateral agreement with the CAP, Natl CJCR Sp Gp will, yearly, send ten (10) cadets to attend COS. Billet allocation for RCSU(NW) is 2 cadets.
All cadets must meet the following general selection criteria:
- minimum age 17, maximum age 18 yrs old at the serial end date
- be available for the full duration of the NDA;
- have written parental/guardian consent;
- be medically and dentally fit and have no medical restrictions that would preclude them from participating in the NDA;
- be recommended by their squadron CO; and
- be recommend by their RCSU.
Selected cadets must be in possession, or able to obtain, a passport that is valid for a minimum of 6 months past the end date of the NDA. Cadets that are legal residents of Canada, but not Canadian citizens, may apply for this NDA, however, they must be in possession of a Canadian Travel Document. Should the USA not recognize the Canadian Travel Document, the cadet is responsible for attaining and paying for any necessary visa or documentation that may be required for entry into the USA.
Cadets are only eligible to be selected for one international exchange opportunity (International Air Cadet Exchange or CAP COS NDA) each training year. Cadets are authorized to apply for both opportunities, but will be required to choose one or the other if selected for both. Squadrons may submit no more than two applications to be considered for CAP COS NDA. However, regardless of placement on the RCSU selection list, a maximum of one cadet per squadron will be considered for selection.
Selection of cadets will be completed based on each cadets file review score. The file review, an automated process, will be completed using the Fortress ranking tool and is based on the cadets’ Fortress records. Cadets will be awarded points in the following scoring factors:
- attendance – mandatory local activities;
- current rank;
- RDA / NDA participation;
- CTC qualifications;
- CTC staff cadet rank;
- total number of years enrolled in the cadet program;
- Cadet Fitness Assessment level;
- age; and
- Squadron CO priority ranking.
